Navigating a complex tender process to secure a position on a national framework
The client
Our client, a leading provider of employment, health, and rehabilitation services across Australia, approached 50 Degrees for support in securing a position on the new Australian Apprenticeship Support Services (AASS) framework.
In a push to transform and enhance the delivery of AASS, the Department of Employment and Workforce Relations (DEWR) commissioned a new apprenticeship model designed to provide more tailored support to apprentices and employers. The revised model demanded a greater focus on improving completion rates and addressing potential barriers to employment.
The challenge
The DEWR’s introduction of a significantly revised delivery model for apprenticeships - which placed greater emphasis on learner-centred support, regional flexibility, and measurable outcomes – meant that our client had to rethink its traditional approaches and demonstrate a clear understanding of how to deliver quality services at scale under the new framework. We needed to ensure that they presented a compelling offer that met evolving commissioner expectations and stood out in a crowded and competitive landscape.
What we did
Our UK-based team worked closely with our clients’ Australian stakeholders, leveraging time zone differences to facilitate continuous progress and efficient review cycles. They have since been appointed as a provider on the AASS framework, marking a significant achievement as one of the few new providers to be awarded a contracted during this procurement round. To help our client achieve this result, 50 Degrees delivered:
Value Proposition Development and Strategic Positioning: helping the AMP team to articulate their unique value proposition, which centred around a commitment to using digital innovation and a flexible delivery model to support apprentices and employers
Bid Writing: maintaining regular communication with APM’s subject matter experts (SMEs) and leading detailed solution workshops to craft compelling narratives that highlighted the organisation’s strengths in delivering employment and vocational services and ensured alignment with AASS programme objectives.
