Overview

We have supported our client, a leading Australian human services provider, by supporting its Canadian subsidiary to secure $1.7bn CAD in public services contracts. Wins include Service System Integrator roles across Peel, York, and Toronto, and Veteran Affairs Canada’s $500m+ Rehabilitation Services programme. We provided a combination of strategic bid leadership, solution design, and bid management across multi-stage, high-value federal and provincial procurements.

Challenge

Market reforms across Canada reshaped employment and rehabilitation services, triggering high-value, multi-stage procurements and new delivery expectations. Employment contracts required Service System Integrators capable of coordinating large, diverse partner networks. Veteran rehabilitation demanded integrated clinical and vocational models. Competing against established incumbents, the client faced rigorous RFQ/RFP stages, extensive submissions and commissioner dialogue, all while building credibility in a new nati0onal market.

Strategy
