Annual UK spend on employment and skills provision
Employment support shaped by government reform priorities
Differing demand patterns and commissioner priorities across localities
A global development organisation with longstanding expertise in livelihoods, skills, and inclusive growth wanted to expand its UK presence by entering the employability sector. Already delivering select UK programmes, the organisation wanted to reduce reliance on existing revenue streams and expand its reach. 50 Degrees was commissioned to provide a comprehensive market analysis and a tailored strategy to guide investment and positioning.
The UK employability market is mature and fiercely competitive, with established providers dominating delivery. New programmes, including the £750m+ Connect to Work scheme, signalled investment but also heightened scrutiny for existing providers and new entrants alike. The client needed evidence-based insight into commissioner priorities, regional demand, and competitor strategies, alongside viable entry pathways that would mitigate risk and build long-term credibility.
50 Degrees developed a data-led entry strategy grounded in commissioner insight and commercial analysis. We assessed the size of the UK employability and skills market, funding glows and regional variation, identifying priority sectors and growth drivers. A 36-month opportunity pipeline was created to support entry planning. We refined UK-facing propositions, translating international expertise into offers aligned with local policy and outcomes frameworks. Phased entry routes —including partnerships, acquisitions, and pilots — were developed, supported by a clear go-to-market plan to enable confident expansion.
