Overview

An NHS primary care network and healthcare partnership of 31 GP practices, wanted to grow its role in primary care by bidding for Alternative Provider Medical Services (APMS) in two regions. Our client has strong clinical expertise and an understanding of the procurement requirements but lacked the in-house capacity to write a submission. 50 Degrees was brought in to lead the bidding process, helping our client develop clear, compliant submissions aligned with NHS prioritise and commissioner expectations.

Challenge

Our client had deep subject matter expertise and clinical credibility: translating this into a competitive tender, however, was a different challenge. Each bid needed to cover a range of detailed responses across governance, health promotion, prevention, inequalities, mobilisation, and performance management. To maximise their chances with limited internal bid resource, our client needed support to shape its offer, manage the bid process, and present its strengths in a way that would land with NHS evaluators.

Strategy

50 Degrees provided full bid management and writing support across both Lots. Our team worked closely with clinical and operational leads to draw out their strengths, identify clear win themes, and shape delivery models that reflected local need and NHS priorities. We developed concise, evaluation-focused responses across the full submission, with our Commercial Lead reviewing the financial model to strengthen robustness and competitiveness. Regular review sessions helped test assumptions, refine messaging and maintain momentum, resulting in two polished submissions that combined clinical credibility with a clear, commissioner-facing narrative.

Results

Our client submitted two strong, compliant tenders that clearly set out its ability to deliver high-quality APMS services. The process also built a repeatable bidding framework, increasing confidence among senior leaders and creating a stronger platform for pursuing future NHS opportunities. The organisation is now positioned as a credible, long-term partner in primary care delivery.
