First rollout of digital telephony across Scotland’s prisons
Our client specialises in developing secure communication platforms for custodial environments. In 2023, they partnered with 50 Degrees to bid for a Scottish Prison Service (SPS) contract, introducing their UC3S platform across 15 prisons. The opportunity centred on delivering a modern, secure phone and messaging service to improve operational efficiency and support the rehabilitation of 7,000+ prisoners.
The procurement required a compliant, secure, and scalable system that could improve prisoner communication without compromising the safety and security of the prison estate. SPS needed confidence that the platform could be integrated smoothly into existing systems and contribute to wider outcomes around prisoner rehabilitation. Our key challenge lay in simplifying complex technical detail on our client's feature-rich platform into a compelling bid that resonated clearly with evaluators.
We worked closely with our client's technical and delivery teams to write a compelling, de-risked proposal for the roll out of UC3S that focused as much on outcomes as it did on functionality. Our team used the written responses to highlight the flexibility and adaptability of the platform, in particular its ability to adapt to various IT, voice, and messaging systems. We reframed several key features such as automated transcription, keyword analytics, and behavioural visualisation tools to highlight their benefit for prison staff, security, and rehabilitation. As part of our solution design support, we also helped our client to develop a clear, phased implementation approach that highlighted how key risks would be managed during the introduction of services across the estate.
