Overview

Our client engaged us to lead development of a Total Facilities Management bid for HMRC, one of the UK’s largest government departments. The £300m+ opportunity was structured across regional Lots and required detailed proposals covering service delivery, commercial strategy, and mobilisation.

Challenge

HMRC was seeking a strategic, long-term partner capable of delivering integrated Hard FM (asset management, HVAC, reactive maintenance) and Soft FM (cleaning, catering, concierge services) across a complex property estate. The procurement involved multiple states, including initial bids, negotiations, BAFO, and presentations. Our client needed to demonstrate operational strength while presenting a clear vision for innovation, Net Zero delivery, and long-term value across the ten-year contract.

Strategy

50 Degrees assembled an experienced team of consultants to support the full bid lifecycle. Working closely with our client's Subject Matter Experts (SMEs), we helped shape the overall delivery model – from helpdesk operations and asset management through to Net Zero strategy and service transformation. We coordinated development of a comprehensive 350-page response covering 25 requirements, designing a segmented mobilisation strategy that included TUPE, vetting, digital systems, culture change, and property management. Throughout the project, our consultants liaised with our graphic design partner to produce engaging visual content that simplified complex operational processes.

Results

Our client secured the West Lot, valued at approximately £20m per annum, with mobilisation currently underway. The win strengthened their relationship with HMRC and demonstrated their ability to deliver integrated facilities management at scale. Our support helped ensure their final submission was clear, credible, and aligned with the department’s long-term priorities.
